How to Sell Medicare Leads

How to sell Medicare leads to agents, agencies, marketing organizations, call centers and networks that buy by segment and enrollment window. Sign funded agents first, then generate only for the segments and states they write.

The short version

Medicare buyers range from single agents to insurance marketing organizations, call centers and networks. More than half of the 62 Medicare companies in our directory sell live transfers or calls, and most also sell exclusive real-time leads.

The work is segmenting, timing and paperwork. Separate turning 65, Supplement, Advantage and dual eligible leads, plan around enrollment windows, and be ready for questions about CMS guidelines and consent records.

Sign agents before you buy traffic, take a funded balance, write down what exclusive and returnable mean, and keep an overflow outlet ready. A Supplement lead in a state where only Advantage agents are buying has nowhere to go but overflow.

Who buys Medicare leads

Medicare company sites describe buyers from single agents to marketing organizations and call centers, and many of those buyers also resell.

BuyerWhat they buyWhat to know
Independent agentsExclusive real-time leads in their licensed states, filtered by age, plan type and county or ZIP.Several companies confirm licensed states before the first order. In Juiced the agent funds a wallet before leads arrive and is charged as each lead is delivered.
Agencies and call centersLive transfers, inbound calls and web leads for their dialers, often booked around annual enrollment.Calls are billed after a buffer or minimum call length at 10 companies. Juiced distributes web leads, so calls and transfers need separate call tracking.
Insurance marketing organizationsLeads for their contracted agents, sometimes through a bid exchange or a reimbursement program of their own.One prescreens every vendor, requires certificates and excludes offshore call centers. Expect a vendor review before the first lead.
Networks and exchangesLeads and calls from publishers, call centers and appointment setters, which they resell to agents.19 Medicare companies run networks, exchanges or marketplaces, and a few bar incentivized traffic. Keep a source sub ID and consent certificate on every lead.
Aged lead and direct mail buyersAged leads, mail responses and data, filtered by age, income or area.16 companies sell aged leads, and several price them lower as they age. This is where leads no fresh buyer took can still earn.

The Medicare lead buyer directory lists every company we found that publicly buys or sells Medicare leads, with what each one says it does. It is a research starting point, with no contact details.

Start with exclusive real-time web leads segmented by plan interest and eligibility timing, since most Medicare companies offer them. Transfers and calls are nearly as common, but Juiced distributes web leads, so calls need separate call tracking.

What to capture and screen for

  • Date of birth, so agents can filter turning 65 prospects and age bands.
  • Plan interest: Supplement, Advantage, Part D or a Special Needs Plan.
  • Current coverage and enrollment situation, such as turning 65, moving or losing coverage.
  • Whether the person also qualifies for Medicaid, a low income subsidy or Extra Help.
  • A confirmed wish to speak with an agent, which several companies describe checking by phone and five by text code.
  • The agent's licensed states, before the first order.
  • A consent certificate link and a source sub ID on every lead.

The field-by-field version is on the Medicare lead distribution page.

Building it, in order

  1. Sign agents before you build traffic

Get each agent's licensed states, the plan types they write and how many leads they can work in an enrollment window. Several Medicare companies confirm licensed states or carrier contracts before selling, so ask on the first call.

  2. Get every agent to fund a balance

18 Medicare companies here run prepaid or funded accounts and only one invoices. Do not send free sample leads or promise volume by a date. In Juiced the agent funds a wallet before leads arrive and is charged as each lead is delivered.

  3. Write the return policy and set expectations

Most Medicare companies that publish terms replace named defects rather than refund. List what earns a credit, such as bad numbers, duplicates or out of territory, and what does not, such as no answer or no sale. Walk each agent through it on the first call, because agents will blame the leads.

  4. Define exclusive in writing

Several companies keep a lead exclusive for a set period and then resell it, and a few say exclusive on product pages but non-exclusive in their terms. Tell agents exactly what they are buying and put the same words in the agreement.

  5. Build lead types by segment

Capture date of birth, current coverage, plan interest, enrollment situation and Medicaid status. Mark what agents filter on as required for ping, keep contact fields for the post, and put slower products such as mail responses on their own lead type.

  6. Generate only where a funded agent is waiting

Point traffic at the states, segments and windows your funded agents cover. Turning 65 and dual eligible leads need agents who write those segments before you generate them.

  7. Let several agents bid on each lead

Nine Medicare companies run bid or auction models, so agents are used to competing. Buyers bid above your minimum and the highest bid wins in seconds, while each exclusive lead still goes to one agent.

  8. Have overflow ready

16 Medicare companies sell aged leads. In Juiced, leads no agent takes go to your own marketplace, where the price falls until someone buys with Buy Now or a standing Buy Order.

  9. Track every source

Keep a source sub ID and the consent certificate on every lead. Networks and marketing organizations that buy Medicare leads ask for traffic sources and consent records, and a source that goes bad is easier to cut when you can see it.

What makes Medicare different

  • Phone products are almost as common as web leads: 35 of the 62 Medicare companies offer live transfers and 33 offer inbound calls.
  • Segments matter more than the vertical: turning 65, Supplement, Advantage and dual eligible leads go to different agents.
  • Enrollment windows drive demand, and one company prices leads differently in and out of annual enrollment.
  • Direct mail is the traffic source generators name most, and mail and seminar products arrive in weeks, not seconds.
  • Insurance marketing organizations shape demand, with their own exchanges, vendor reviews and reimbursement programs.
  • CMS guidelines come up on nine Medicare companies' sites, with third-party marketing disclaimers and scope of appointment mentioned by a few.

Common mistakes

  • Selling "Medicare leads" without separating plan interest and eligibility timing.
  • Buying traffic for a segment or state before a funded agent covers it.
  • Sending free sample leads or invoicing agencies instead of taking a funded balance.
  • Calling a lead exclusive without saying for how long, or saying something different in the terms.
  • Launching without a written return policy, then arguing about no-answer leads.
  • Planning flat monthly volume when demand moves with enrollment windows.
  • Losing the consent certificate or source sub ID when a lead is resold.

Frequently asked

Who buys Medicare leads?

Independent agents, agencies, call centers, insurance marketing organizations and networks. 29 of the 62 Medicare companies in our directory describe themselves as call centers or live transfer shops, and 19 run networks, exchanges or marketplaces.

Do I need calls to sell Medicare leads?

No. 46 Medicare companies sell exclusive leads and 47 real-time leads. Juiced distributes web leads; calls and transfers need separate call tracking.

How do Medicare buyers usually start?

With a call and a funded account. 30 companies describe a call, consultation or demo, 19 offer self-serve signup, and four run a pilot or free test calls first.

What do agents filter on?

32 companies offer targeting by state, 20 by age and 23 by county or ZIP. Plan interest, current coverage and enrollment situation separate the segments.

What consent records do Medicare buyers expect?

13 Medicare companies mention TrustedForm or Jornaya certificates, and a few pass consent text, timestamp and IP address. The rules are published by CMS, the FCC and the FTC.

Do Medicare buyers take returns?

Usually as replacements or credits for named defects. 16 companies say purchases are final or not refundable, and 10 of those still replace bad numbers, duplicates or out-of-territory leads.

What do Medicare leads sell for?

No prices are published here. Sellers rarely publish them, and what a Medicare lead sells for depends on whether it is exclusive or shared, a web lead or a call, the geography, how fresh it is and how many buyers want it. The pay-per-lead pricing guide shows how to work out your own floor from cost and let buyers bid above it.

Does Juiced handle Medicare calls or live transfers?

No. Juiced distributes web leads and delivers them by webhook, email or text. It does not track or route phone calls, so if calls are part of your product you need call tracking software for that side.
